The only cheap hard drives are in hong kong and I need to know if they will work with my xbox. Will it be in english?

It should. I know CheapyD the founder of http://www.cheapassgamer.com had a similar issue. He moved to Japan and his American xbox died on him. He took his old hard drive and put it on a Japanese core model and it worked fine.
I have no idea on the language issue.
